Davidson, Under-Secretary of the Admiralty, speaking at Hemcl, Hampstead, said that he did not want to strike a note of alarm, but it was a significant fact, neglected by critics who alleged that every country favoured and practicised disarmament but Great Britain,' that out of forty-one cruisers laid down bv the five great naval powers since the armistice, presumably embodying the lessons of the war, only live had been laid down by tho British Empire.
