Hara( Premier) in a speech, declared that it would be regrettable if the Californian question affected the good relations between Japan and the United States, but ho affirmed that a eonllie twas unthinkable. The intelligent people of both countries valued each other's friendship too much for that. The United States had never yet disregarded Japan’s rights and interests, n matter what question arose between the two countries. The majority of the American people did not en dorse California’s action. .
