Press Association —Elentrin Telegraph—Copyright LONDON, Wednesday. Eighteen non-militant women's suffrage societies have federated to secure united action. The Women's Social and Political Union, though not included, sympathises with the new federation. While the Franchise Bill is being debated the militants have declared a truce.
