Press Association—Electric Telegraph—-Copyright. Received Wednesday, at 9.50 p.m.
LONDON, Wednesday

BERLIN, Wednesday.
The Post declares that the campaign against tb9 Declaration of Loudon requires foreign Powers to reckon with the peril that would arise,if the ratification was refused and the old privateering rights reaffirmed. The Post adds: "The recent British naval manoeuvres showed that the sacrifice of an enemy's fleet wonld make it possible to almost complete the destruction of the British mercantile marine. Such a crippling of the mercantile marine would perpetually jeopardise British supremacy in the shipping trade.
