If tho law provides no penalty for degrading the Uuiou JacK by hauling it down, trampling on it, or teariug it, the omission should be rectified without delay. If the insult to the Empire that took place in Christchurch was tho mere work of hooligans, such hooliganism should be met with exemplary punishment. If it originated in seditious sentiment, still severer retribution should follow. Mr T. E Taylor, M.P., possibly never anticipated such au outrage on tho part of his followers —au outrage which has never before been perpetrated iv New Zealaud. The refusal to listen to speeches may be passed over, but the deliberate aud wanton insult to the flig cannot bo overlooked. Wtieu the origin of the unprecedented incident is traced, it is to be hoped there will be uo shielding of the offenders, but that, they will be dealt with as should bo dealt with tne porpetrators of a flagrant outrage ou loyalty aud patriotism.
