Californian Congressmen greatly resent President Roosevelt's attitude on the schools question, Senator Raynor intends to move that the United States is powerless to enter into a controversy with any foreign Government in reference to public schools of any State., He affirms the view that as the American Japanese treaty contains no provision bearing on that subject, therefore, it was President Roosevelt's duty to notify Japan that the State public schools were not within the United States jurisdiction, and the latter •wore powerless to regulate or supervise their administration.
