Adversely Criticised by a German Professor.

Professor Burgess, at whose lecture the Kaiser cheered President Roosevelt, has caused great indignation by describing Monroism, in the Kaiser's presence, as antiquated and senseless, ancl advising foreigners to trust such men as himself as ambassadors of peace and civilisation. Professor Burgess will be allowed to participate in the American Embassy banquet in November.
