Full Amnesty for Offenders

Demanded.

(Received Last Night, al 11.42 v.m.) St. Petersburg, Yesterday. The Duma has passionately and unanimously demanded a full amnesty for religious, agrarian, and political- offences. The Council of the Empire has recommended an amnesty except for acts of homicide. Count de Witte, the late Premier, referring to the prosecution of offenders, pleaded that his hands were tied, and lie did things which he disapproved.

The Czar is enabled, by means of a microphone, to listen to the debates in the Duma and the Council.
