The Emperor Joseph is willing to allow the Government representing the Hungarian coalition majority a free hand in internal reforms, but insists on the acceptance of the Austro-German commercial treaty. He declines military concessions in Hungary beyond those granted in 1903. The majority refuse the conditions, and the deadlock
