Rumoured Atrocities by the Bulgarians. The Insurrection Spreading. Russia and Austria Urged to Intervene. (Received to-day, at 12.6 a.m.) Constantinople, August 10. The Turks accuse the Bulgarians of massacring men, women, and children, and of burning some alive. Omer Pasha is leading sixteen battalions from Prezrond to Monastir, and is also mobilising twenty-four fresh battalions of reserves in the Salonica district. The insurrection is spreading in the direction of Salonica and Uskub. London, August 10. Tho Times says that since tho reform settlement has failed it is urgently necessary for Bussia and Austria to consider whether they might longer refrain from more decisive steps.
