Bulgarians Seeking Refuge in the Mountains. Military Guards Requisitioned for the Railways. A Serious Position of Affairs. The Porte Impecunious. Threatened Excesses by the Kurds. Monastir Consular despatches state that the insurrection started a fortnight too soon, owing to tho chiefs of the l bands of insurrectionists being disconcerted by the preventive measures adopted. The Bulgarian inhabitants of many villages are taking refuge in the mountains. The Porto is unable to accede to the railway companies' demands to increase tho military guards for the railways to twenty thousand men, owing to the impoverishment of the Treasury. In consequence of serious representations from the British Ambassador at Constantinople, regarding the position of affairs in Armenia, the Porte holds Valis personally responsible for the Kurdish excesses. Vali Erzeront has informed the Russian Embassy that 600 persons, who arrived at Hintchakists from Russian territory, were compelled by the Armenian villagers of the Sasum district to seek refuge in the mountains.
