On the eve of Federation, the Victorian Parliament passed an Act that all officers of any Department, which were transferred to the Commonwealth, not receiving more than £156 a year, should be paid at a rate equal to the highest salary paid by any State for corresponding work. This looked like saddling the Commonwealth with an increase of salaries. A" test case, brought by a letter-carrier, against the Victorian Government, for the increment and arrears, resulted in a verdict for plaintiff. The Commonwealth recognised, tbe {Jecigion, but under the book-keeping clause, debits the Victorian Government with the amount, which is estimated at between £50,000 and £100,000.
