CHAOS IN THE RUHR.

HAVOC AT DUSSELDORF. THE WORK OF COMMUNISTS. PF.lt PRESS ASSOCIATION—COPYRIGHT LONDON, Nov. 20. The Times' Dusseldorf correspondent says that appalling havoc was wrought by last week’s orgy of tooting and iioting. The town presents a tragic appearance. There is hardly a street which does not show signs of the disturbances, which have been definitely traced to the Communists, many of whom were arrested after a search of the dwellings in which considerable stores of arms were discovered. The disturbances are obviously not thd» work of the hungry unemployed, for all sorts of shops, such as stationers, and china warehouses, were attacked and smashed up. In some of the outer suburbs every shop is boarded up and shuttered. Further disturbances are feared. The police will have to be strengthened if the city is to be protected as the existing force of four hundred is hopelessly incapable of safeguarding the half million people.
