At the Titanic Inquiry, Captain Young made a supplementary slatei meat that he alone was responsible for the Marino Department’s supposed delay in issuing the ne wregulations increasing the number of boats. The delay was not unreasonable, owing to the importance of experiments regarding their stability and safety.
