Count Sazanolf, Minister of Foreign Affairs, speaking before the Budget Committee, urged the necessity of a vote cf £50,000,000 for tho creation of a strong Baltic Fleet. The .Minister alluded to the signs of growing Swedish animosity towards Russia, and the eventuality of a Swedis hottack. He also declared that Russia must consider the possibility of a coalition of the Powers against her.
