AMERICAN DIFFICULTY SETTLED.

A settlement baa been effected id oonneotion with tbe railway oonfliot between the Federal authorities and the State of North Osrohon, tbe outcome ot which it was fettsd might have been serious, the Governor of the Sttto refusing to obey • ruling of the Bedirl Circuit Coi'it which is to the effect that, the law of the State in regard to the railway rate Ik uoeoostitutioni', aod rejecting nil corupremise until the law was complied with by the ra lway crmpanier.
The railways implicated have agreed to tbe Governor 'n proposal of a 2£ cents rate, the law to operate as from the Bth of August next. A proviso has also been made that the highest Courts in the land shall speedily adjudicate m tbe existing oases.
