PRESIDENT ARTdUR'S INAUGURAL ADDkESS.
London, Sept. 22. The City Corporation, at a silting to-day, adopted an address of coudolence with Mrs Garfield in the loss of her husband. September 23. It has transpired that the Right Hon W. E. Gladstone, in consideration of the estimation in which the late President Garfield was held, has made a request to the City Corporation for the erection of a bust of the deceased in Guildhall. Calcutta, Sept. 22. Telegrams received to-day from Candahar report that the Ameer has formed a new camp in the neighborhood of the city, and one which commands the roads to both Herat and Candahar. Paris, Sept. 22. M. Houstain, French Resideut in Tuni3, who has been on a visit to this city, for the purpose of conferring with the Government in regard to the position of affairs in Tunis, has now returned to his post. Washington, Sept. 23. General Arthur in his inaugural address, on assuming office, expressed a hope that he may profit by the good example and experience of the late President, He further states that he does not consider it necessary to call Parliament together at the present time.
