THOMAS. TURNBULL, ESQ,
Harbor Master, Westhunl.
Sin, — We arc surprised that the men connected with tho* Harbor. Department hero hove received no pay since about Angus}- last, and beg to apply td you for an explanation of the some, with the request that you will give it your prompt attention, otherwise it will bo necessary for us to take proceedings against the poor fellow for their accounts, which havo remained unsettled since August. One especially seems a cage of great hardship, he having been discharged two months ago and kept waiting all this time doing nothing, to get his cash. Yesterday wo advanced him money to purchase a boat as a means of getting a livelihood, and wo cannot help thinking-it a disgrace to your department that ho should bo driven to such straits, with mon'oy from government lawfully duo to him. We got an order signed by Hugh Hamel and James Stalker two months ago, but one and all referred our frjends to Captain Gibson, who again said ho would ,havo to consult some one else, <vo.
To save f iirllici' trouble, please let uh kuow at oucc it they are to bo paid, and wbeu ?
Yours truly, Hammond k Daviks.
