Surely this publicity will make sonio ono speak out and say whovo the blamo lies of this long dolay in paying poor working men. To show tho financial position of the Harbor Department hero, wo may stato that wo have been pleaded with to cash orders signed by tho harbor master to working men at twentyfivo por cent, discount, they submitting to this loss rather than wnsto thoir timo woiting for tho cash. Such a state of mattors cannot bo stopped too soon, and wo trust it needs only mention to bo aiiiondcd. Yours truly, ' llammond and Davjes.
