Gist Of Notes By West To Russia
WASHINGTON. Dee. 22 (Rec. 12.5 am). —The Western Powers were rbady today to tell Russia their terms for holding decisive “Big Four” meetings on east-west issues, says the United Press. Barring an unexpected change of signals, representatives of the United States, France and Britain in Moscow were set to call at the Soviet Foreign Office before nightfall with their terms soeiled out in separate but parallel Notes. The gist -'f the Notes was reported reliably to ran like this: “Our representatives are willing to explore, informally with Soviet officials, at Lake Success or in New York, the possibility of holding a 'Big Four’ meeting. Your reaction in these informal four-way talks will determine whether we will agree to a meeting of the Foreign Ministers.”
