West’s Reply To Russian Requests For Meeting To Be Sent Soon

BRUSSELS, Dec. 21 (Recd. 6 pm).— The reply which is to be sent by the “Big Three” Western Foreign Ministers to the Russian proposal for a four Power conference on Germany, is expected to be sent today. It is believed that it will propose a meeting of deputies of the “Big Four” Foreign Ministers to draft an agenda for the talks. There is no question of the Western Powers being willing to dis. cuss only German militarisation.

Smaller members of the Western Union—Belgium, Holland and Luxembourg—wholly agreed with the French and British texts shown them at a session of the Brussels Treaty Consultative Council, said circles close to ths Council.
