ACTION AGAINST THE COMMUNIST PARTY IN UNITED STATES
WASHINGTON, Nov. 22 (Recd. 6 pm).—The Justice Department today formally charged the Communist Party of the United States with being run by the Government of Soviet Russia. The department made the accusation in filing a petition with the new Subversive Activities Control Board asking that the party be ordered to register with the department, disclose its financing, and a list of all of its members in the United States. The board may take months to give a ruling, and the Communists have a right of appeal to the courts. The Attorney-General (Mr. J. Howard McGrath) has estimated that it may take from two to four years to require the party to register. Until registration is ordered, the other provisions of the Anti-Subver-sives act cannot be enforced. These provisions include:--(1) Requirements that individual Communists and, Communist-front organisations register. (2) Communists and “frontiers” be barred from Government jobs, be denied passports, and be required to label their propaganda. Another provision bars Communists from jobs in vital defence plants.
