TOKIO, Nov 8 (Recd 6 pm). Rus- ' sia returned to the Allied Council for I Japan today after six months boycott. I After Nationalist China's represen|tative at the meeting had raised the ( question of Japanese war prisoners allegedly still held by Russia, Genera) Kislenko, the Russian representative, | challenged the validity of the representation of Natinalist China in the Council. During 20 minutes discussion, the chairman, Mr. William J. Sebald. ruled that General Kislenko’s remarks on this subject were eut of order Reuter.
