MR. ATTLEE CALLS FOR RESTRAINT IN DIFFICULT DAYS
LONDON, Sept. 9 (Recd. 9 p.m.)— “I am not a believer in panic measures but we know what dangers we are facing and we know how to face them calmly," said Mr. Attlee, discussing the international situation at a Labour Party rally in Walthamstow, East London, today. “When the call comes those sacrifices will be borne by all the people of this country as equally as possible. I believe the people will exercise the restraint necessary in these difficult times. What happened in is only one example of the dangerous aggressive tendencies the whole world over and we have, therefore, to look to our defences because we are out to prevent war Prevention of war does not just mean the piling up of afmaments, although such essential strength is necessary. One reason why we regret the increase of armaments is that it inevitably takes away the resources which we want to use to build up a positive policy of peace.” Denouncing the "enemy within,” Mr. Attlee said Communists could rule the trade unions, capture the cooperatives, and wreck the Labour Party. “All this could be done by a very active small minority, often acting against the wishes of a majority. Communists have one great ally—the indifference and slackness ot the majority.”
