MR. ATTLEE CALLS FOR RESTRAINT IN DIFFICULT DAYS

LONDON, Sept. 9 (Recd. 9 p.m.)— “I am not a believer in panic measures but we know what dangers we are facing and we know how to face them calmly," said Mr. Attlee, discussing the international situation at a Labour Party rally in Walthamstow, East London, today. “When the call comes those sacrifices will be borne by all the people of this country as equally as possible. I believe the people will exercise the restraint necessary in these difficult times.
