LONDON, Sept 8 (Recd 7 pm).—lt would appear that those in authority in British trades union circles are content to operate a machine suited to 19th. century requirements, but are Incapable of meeting the challenge of a changing world, said Mr. William Quin, former president of the Scottish T.U.C., in an outspoken article, the creation of a new hierarchy of officers.’’ said Mr. Quin. “In other words, the trades union machine must be modernised and trades union officials must be highly trained and competent Administrators.
