SYDNEY, June 4 (Reb. 6 pm). —A Sydney “Morning Herald” staff correspondent in Singapore says Russian submarines are operating in waters between Malaya and the Philippines, and that one crash dived when spotted by a commercial aircraft last week, 700 miles from Singapore. The correspondent adds that British and French official sources believe the Russians are using bases among the thousands of islets and reefs scattered in the area, and that they have a secret agreement with the Chinese Communists to use Chinese ports.
