Regulations Are Listed To Cover The Doubles "Tote" Operations

Doubles betting on racecourses in New Zealand should receive a good advertisement at an early stage after the legislation became effective this week, as three clubs will test it on Saturday.

The Manawatu Racing Club will, I it is understood, conduct the first i experiment in the Wanganui district, | end the Auckland Trotting Club hast . renounced its intention of running a l live-shilling unit "double” at the meeting opening at Epsom on Decern-1 ber 27. Levin “doubles” tickets on the iirst "leg” will be sold at the same I selling windows as those at which patrons purchase tickets on their fancies in the win-and-place totalisator pool. Those who back the winner of irst "leg” will be able to exchange t.ieir , < cts at special windows for tickets on their fancy in the second "leg” and if again successful they will collect their dividends at the same windows. Operations at Ellerslie are on such a scale at present that the Auckland Racing Club has been unable to make arrangements for a “double” at the midsummer carnival, but it is expected that arrangements may be completed in time for the innovation at the meeting to be held at the end of January. The following regulations have been adopted by the New Zealand Racing Conference for the control of doubles totalisators:— 1. Interpretations. —(a) The Doubles . Totalisator shall mean the totalisator used for the purpose of enabling perto invest moneys on horses start- ’ ing in two races in manner hereafter appearing, (b) “First Horse,” “Second Horse,” “Third Horse” shall mean the horses officially placed as the first horse, second horse and third horse respectively in any race, together with any horse or horses bracketed with such horse on the Dou :Ics Totalisator. (c) “The double” shall mean and be any two races other than division or consecutive laces to be lun on the same day of any race meeting which the club shall declare to be the subject matter for investment on the doubles totalisator. (d) The “First Race” shall mean the first race so declared as above and the “Second Race” shall mean the second race so declared as above. (t) ( “Amount available for dividend" shall. mean the total amount invested less , the authorised deductions, (f) “Starter” means any horse to which a separate number is allotted on the Doubles Totalisator, all horses comprised in any one totalisator bracket being J counted as one starter. < 2. The Doubles Totalisator shall be conducted so that there shall be a separate pool from the pool of any other totalisator operating on one race only. 3. The Double shall be declared and | published as soon as practicable after i the closing of acceptances. 4. The unit of investment on tbej Doubles Totalisator shall be five shil-’ lings or such multiple thereof a« the; club shall declare. 5. The Doubles Totalisator will close simultaneously with any other totalisator operating on each race of the Double. FIRST RACE 6. Every investor on the doubles totalisator shall select a starter to win the first race. 7. After the first race: (a) the holder of a ticket on the first horse in the I first race shall change such ticket for | a ticket on a starter in the second

: race, (b) If the first horse in the first race be not backed, the holder of a ticket on the second horse in the first race shall change such ticket for a i ticket on a starter in the second race. ! (c) If the first and second horses be not backed, then the / Ider of a ticket on the third hort* shall change his ticket for a ticket on a starter in the second race, (d) If the first, second and third horses be not backed, 1 then all investments less authorised deductions shall be refunded, (e) If there be a dead-heat the right of holders of tickets on the starters so dead-heating shall be determined in accordance with regulation 9. (f) Investors failing to change their tickets as aforesaid shall have no further interest or claim in or upon any amount invested and shall not be entitled to any refund. SECOND RACE 8. The amount available for dividend shall be distributed as follows: — (a) Amongst holders of tickets on the first horse in the second race equally. (b) If the first horse be not backed, then amongst holders of tickets on the second horse equally, (c) If the first and second horses be not backed, then amongst holders of tickets on the third horse equally, (d) If the first, second and third horses be not backed, then amongst holders of tickets on the second race equally, (e) If there be a dead-heat for any place in respect of which holders of tickets are entitled to a dividend, then the distribution shall be in accordance with regulation 10. DEAD-HEATS 9.1 n the event of a dead-heat in the first race for any place which entitles the holder of a ticket to change such ticket as provided in Regulation 7, then the following provisions shall apply:— (a) Where there are not tickets issued in respect of any one or more of the starters dead-heating, the holders of tickets on such other starter or starters dead-heating shall be the only persons entitled to exchange their tickets for the second race, and the amount available for dividend at the conclusion of the second race shall be distributed in the manner provided by regulation 8. (b) Where there are holders of tickets on two ,or more ■ horses dead-heating, including bracketed horses, the amount available for . dividend shall be divided into as many equal parts as there are sych horses, and each such part shall - constitute a separate pool. When two or more such horses are bracketed their parts shall be combined to constitute their separate pool, (c) Tickets issued for the second race shall show clearly and distinctly to which pool they relate. <d> Holders of tickets on each starter dead-heating in the first race shall be entitled to a ticket for the second race, such ticket being issued against | the pool allocated in respect of the horse on which the ticket for the first I race was held, (e) Thereafter, but . subject always to there being in respect of each separate pool a ticket issued for the first horse in the second race, the distribution of each pool shall be in the manner provided by regulation 8. (f ) Where there are one or more tickets Issued from one pool in respect of the first horse in the second race, but no tickets are issued in respect of such horse from any other pool, the pool or pools in respect of which no ticket has been ! issued for the first horse in the second i race shall be added to the remaining pool, or if more than one remaining

pool to such pools equally and be distributed accordingly, (g) If there are no tickets issued for the first race in respect of any pool, each such pool shall be distributed separately in the manner provided in regulation 8, where the first horse has not been backed. 10. In the event of a dead-heat in the second race for any place which entitles the holder of a ticket to a dividend for that place, then the amount available for dividend for the holders of tickets for that place shall be divided into as many equal parts ias there are horses running such dead-heat which have been backed. Each such part shall constitute a separate pool and be dealt with acI holder of a ticket on any such horse [horses are bracketed their parts shall {be combined to constitute their sepalrate pool. If only one horse running 1 a dead-heat is backed then there will be no separate pool. MISCELLANEOUS 11. If any ticket is purchased on a horse which does not weigh out for or which is for any reason withdrawn from, the first race before the doubles totalisator is closed for that race, the holder of a t cket on any such horse shall be entitled at his option to a ticket on any other starter, or to a refund provided that no refund shall be payable, or any ticket changed, at any time after the doubles totalisator closes for the first race. If a horses does not weigh out for, or is for any reason withdrawn from, the second race before the doubles totalisator is closed for that race, the holder of a [ticket on any such horse may change his ticket for a ticket on a starter. 12. Ih the event of a walkover for the first race, the amount invested shall be returned to the investors. 13. In the event of the first or the second race being run over again by order of the stewards the changing of ticket or the distribution of the amount available for dividend, as the case may be, shall be withheld pending the result of such re-run race, it the first race is re-run at any time within 30 minutes before the appointed starting time of the second race, the provisions of regulation 7 shall apply in accordance with the results of the race as re-run. If the first race is re-run at any time later than 30 minutes before the appointed starting time of the second race or is re-run after the second race, the double shall be deemed to be abandoned and the amount available for dividend shall be distributed to the holders of tickets on the first horse of the re-run first race or, if thereare no holders of tickets on the first horse then in the manner provided in regulation 8 herein. If the second race is re-ru n the amount available for distribution shall be distributed according to the result of such re-run race, and the provisions lof regulation 8 shall apply. ’ 14 If no authority for the payment of a dividend on the first horse of the first race has been given by the stewards within 30 minutes .of the appointed starting time of the second race, the double will be deemed to be void and the amount available for dividend shall be divided equally amongst the holders of tickets on the horse subsequently declared to be the first horse in the first race, or, if there are no holders of tickets on the first horse then in the manner provided in regulation 8 herein. 15 The provisions of regulation 14 herein shall apply in any case whqre the second race is for any reason not run. I 16. Any question or dispute arising out of the interpretation of these regulat’ons, or which is not covered by (these regulations shall be referred to i the judicial committee of the club j whose decision shall be final and bindf ing.
