APPOINTMENT OF GOVERNOR OF TRIESTE SHELVED

NEW YORK, Feb. 22 (Recd. 6pm). —Th e Ukrainian delegate, Mr Vassili Tarasenko, in the Security Council today, accused Britain and the United States of deliberately thwarting any attempt to find a Governor for Trieste.

He repeated Russia’s earlier charge that the reason for this “violation” of the Italian peace treaty was the desire of Britain and the United States to maintain military bases in Trieste.

Mr Jacob Malik (Russia) said the British and American action was just part of their general policy of not respecting agreements made at Yalta and Potsdam affecting Japan and Korea- He said Russia last summer approved one of the Western candidates for the governorship- but Britain and th e United States backed out. He dici not give the name of the candidate. Mr Warren Austin (United States) accused Mr Malik of indulging in vinification and spurious accusation. M. Guy d e la Tournelle (France) said it was strange to find the Soviet delegate—considering his country’s record —trying to give the Council a lesson in high political morality regarding the observation of treaties. The Council then dropped the Trieste question without voting on the Soviet’s resolution proposing Colonel Flueckiger, of Switzerland, as Governor. The governorship question, therefore, is again shelved indefinitely.
