Hope That Soviet Will Abandon Berlin Blockade

PARIS, Nov. 29 (Rec. 7.10 p.m.)—

The hope that the Security Council would persuade the Soviet to abandon the Berlin blockade was expressed by John Foster Dulles in A trans-Atlantic broadcast quoted by the Associated Press correspondent. Mr. Dulles said the Berlin blockade was a bold use of force tr obtain a political objective. It was such an obvious violation of the Charter pledges that it worried United Nations members.

“We still believe the Berlin, issua> may be settled. The Security Council may yet find a way to bring the Soviet Government to end its efforts to get political and economic control of all Berlin,” he said.

Summing up the influence of the present United Nations Assembly on world peace, Mr. Dulles said the debates had reduced the “risk of miscalculation” which endangered peaceful relations among the Great Powers. “It has been made plain that any nation that launched an attack would find itself opposed by most of the world. There is no further excuse for the "hope of a Kaiser or a Hitler that nations can be conquered one by one. Once this logical basis for sound calculation is understood the danger of a war starting on a miscalculation is greatly reduced. LONDON. Nov. 29 (Rev. 10.30 p.m.) —The Paris correspondent of the “Daily Herald” says it is understood Mr. Bramuglia, in framing his plan to solve the Berlin deadlock, is working on lines of “parallelism”—seeking a means for getting the Berlin blockade lifted in roughly equal and parallel stages, with the introduction of the Soviet mark as the sole currency for Berlin. Mr. Bramuglia in October came close to an agreement with Mr. Vyshinsky on “parallelism.”

The British United Press Paris correspondent says neutral members of the Security Council last night gave Mr. Bramuglia their tacit approval of his plan.
