REVOLT IN PERU
CHIEF SOUTHERN CITY HAS BEEN SEIZED
NEW YORK, Oct. 28 (Rec. 10.55 pm) —Revolt broke out in Peru and revolutionary military units, headed by General Manuel Odria, seized the key southern city of Arequipa. A Government statement in Lima said “necessary measures had been taken” to quell the revolt, but General Odria, broadcasting over the Arequipa radio, declared that he had formed a provisional Government which controlled the southern half of the country. Odria is a former Cabinet Minister and hero of Peru’s war against Ecuador in 1940. A rebel broadcast said the revolt was a protest against the Government’s handling of the uprising on October 3, which the Government, after crushing, said was led by the left wing party. Peru has been in a state of unrest for weeks, and the Government assumed emergency powers on Tuesday when ihe Council of Ministers accused the People’s Party of plotting terroristic acta.
