Recd. 8.15 p.m. Washington, Oct. I The acting-Secretary of Stale (Mr. Robert L-ovet.t) announced today trio appointment of Mr. Donald Heath as the first post-war United States Minister to Bulgaria. Mr. Lovett emphasised that the resumption of full recognition of Bulgaria did not mean either approval or condonation of certain recent actions by the Bulgarian Government Reuters said this statement was obviously aimed at avoiding the impression that this move constituted any change in the United States policy which had condemned the execution of Nikola Petkov, Peasant Party leader.
