Wrangle as to Whether India or Ukraine Should Join Council

Recd. 7 p.m. New York, Oct. 1 After seven indecisive ballots yesterday the United Nations Assembly failed in its first attempt today to break the deadlock in the election for the Security Council seat to be vacated by Poland on January 1, 1948. After the election of Canada and Argentina yesterday, a bitter struggle developed between the Ukraine and India for the third vacancy. The eighth ballot today resulted: Ukraine 31, India 23 votes.’ As neither obtained the necessary 38 votes, the president (Dr. Aranha) ruled that balloting should oe suspended temporarily to enable the election of six members of the Social Economic Council to be held. Mrs. Vijaya Lakshmi Pandit < India * said India would not withdraw from the contest because Australia’s retirement from the Council on December 31 would leave the Indian Ocean area unrepresented in th*’ Council. India was not trying to keep any group out of the Council. She added; “We won’t be a party to a barter of votes." Mr. Vyshynsky ‘Russia) retorted that the British Commonwealth would be represented on the Council by Britain and Canada, but only the Soviet would represent the Slav States unless the Ukraine was elected. Dr. Aranha tried to stop Mr. Vyshynsky speaking, declaring that he was out of order, but Mr. Vyshynsky protested that he was the only delegate who was ever told he was i ut of order. The same principles of debate should be applied to all memThe Assembly then balloted for the

Social Economic Council. Dr. Aranha explained that under the rules no speeches in favour of or against a candidate were strictly allowable, but yesterday Mr. Vyshynsky spoke in favour of the Ukraine and Dr. Aranha considered it onlyjust to allow Mrs. Pandit a similar privilege today. But he could not allow such exchanges to continue.
