Mr. Warren Austin (United States) in the Security Council strongly opposed Bulgaria's admittance to the United Nations, saying it had threatened international peace by aiding Greek guerrillas and could not be considered a peace-loving nation. Its Communist regime denied human rights. The council was considering an application for membership by Bulgaria. Italy, Hungary. Rumania and Finland. Hungary. Rumania and Bulgaria failed to poll the required mjority of

seven votes, and Russia vetoed the applications of Italy and Finland. Mr. Gromyko (Russia) declared, after the voting, "The Soviet delegation cannot take part in an unsavoury political game in connection with membership application. If the question arises in the future either in the Security Council or the General Assembly. the Soviet will support any proposal for simultaneous admission of these five countries. Tito Soviet could never support a proposal to admit one or the other of these countries separately.” The vetoes bring Russia’s total to 22.
