Recd. 8 p.m. New York, Sept 30. The Economic Social Council approved of all clauses of the draft constitution of the International Refugee Organisation, but a vote on the constitution as a whole will not be taken until later. The Russian, Ukrainian, and Yugoslavian delegates’ statements indicate that the complete draft will not be adopted unanimously.
