POLANIXSCHARGE WANTS ISSUE DISCUSSED BY U.N.O. Recd. 6 p.m. New York, April 10. The Polish request that the Security Council of the United Nations consider the situation in Spain has been filed with the Secretary General (Mr. Lie). The text of the Polish delegate’s letter was: ‘‘The United Nations General Assembly on February 9, 1946. without a dissenting vote, condemned the Fascist regime in Spain as having been founded ‘with the support of the Axis Powers’ and banned it from membership of the United Nations on the ground that ‘it did not possess, by reason of its origin, nature, record and close association with the aggressor States, the qualifications necessary to justify admission.’ The assembly also recommended the United Nations to take this resolution into account in conducting future relations with Spain. Since then a series of developments has made it clear that the Franco Government’s activities have already caused international friction and endangered international peace and security. As a consequence, the French Government was compelled on February 26 to close its frontiers between France and Spain. These frontiers continue to be closed. One day later the Fraco Government ordered the concentration of troops at the French border. Moreover, the Franco regime has given haven to a large aggregation of Nazi assets and personnel. It has been a refuge to a large number of war criminals and Nazi leaders, who continue their activities from Spanish territory. It allows and promotes scientific research by German scientists engaged in devising new means of warfare. In view of the foregoing situation, Spain must be considered not as the internal affair of that country, but as the concern of all nations.” “Article two of the Charter, paragraph six, provides that the United Nations shall ensure that States not. members of the United Nations shall act in accordance with the principles of the organisation as far as may be necessary for the maintenance of international peace and security. The situation in Spain makes the application of this provision imperative. The Polish delegation therefore under articles 34 and 35 of the Charter, requests the Security Council to place on the agenda the situation arising fn.m the existence of the activities of the Fianco regime for consideration and for the adoption of such measures as are provided Charter.
