HONGKONG TO BE A NAVAL BASE
Recd. 6 p.m. Chungking. Nov. 23. Major-General Festing, commander of the British troops in Hongkong, told correspondents that his forces, at present numbering 11,000, would nrobably be increased to 24,000. Hongkong would be a naval base, supplementing, but not superseding, Singapore. Admiral Sir Bruce Fraser, Commander-in-Chlef of the British Pacific Fleet, is establishing his headquarters at Hongkong within a month.
