A British spokesman acknowledged that an offer of 4 000,000,000 dollars had been transmitted to London and was part of ar. overall proposal advanced by th? United States in an effort to wind up the two weeks’ discussions. Approximately 3,500,000,000 dollars represented a straight loan at 2 per cent, interest and 500,000,000 dollars, at 22 per cent., was the amount reeded to settle the LendLease account on a cash basis for supplies shipped after VJ Day.
