PREPARING FOR FAILURE
INDICATIONS OF THAT TENDENCY THROUGH CANADA
Recd. 10 p.m. New York, Nov. 22. Evidence is accumulating that the British are preparing for the eventuality of failure in the loan negotiations in Washington.
More and more licences to import Canadian goods in England are being refused by the British when the goods are not considered absolutely necessary, says the "New York Times” Ottawa correspondent. Some Canadian firms, faced with refusal, decided to manufacture products in Britain with local raw materials. A further indication of an intention to apply an austerity doll-saving programme is that British officials are examining the possibilities of restrictions of imports to British, ships. Officials insist that the scarcity of both Canadian and American dollars is so acute, and the need to save every penny so great, that this course is absolutely necessary, unless the Washington negotitions finish on a basis permitting expanded trade production.
