CENTRALISATION FLAN RECOMMENDED ATTITUDE TO RUSSIA Recd. 11.20 p.m. Washington, Nov. 12. Centralisation of United States foreign and economic authority, under a new Under-Secretary for Economic Affairs, is recommended by a special House Committee. Seven members of the committee recently returned from eight weeks’ tour of Europe, during which they conferred with Mr. Attlee, Generalissimo Stalin and Pope Pius.

The committee also recommendea that loans to Britain should be made on condition that exchange and import restrictions are removed and Britain’s debt to the Commonwealth scaled down, because Russia is potentially the greatest economic as well as political power, covering the Continents of Europe and There would seem to be a real economic opportunity for extensive trade between Russia and the United States, subject to the following conditions: An explanation of Russian policy regarding the proportion of armament production to national production; the fulfilment of Russia’s political obligations on the same terms as those of other Governments, including the withdrawal of Russian occupation forces under the terms of the Potsdam. Yalta and other agreements; disclosure of the terms of trade treaties made bv Russia with East European countries now under Russian occupation; the administration of relief of these areas on non-political lines, preventing the siphoning off of supplies to Russia; protection of American property, including copyrights, in , countries in west Europe under 1 sian control; free entry of reporters and publications to those countries.
