ELECTORAL BILL HAS BECOME LAW
PASSES THE UPPER HOUSE ! THREE AMENDMENTS FAIL. ! (P.A.) Parliament Bldgs., Nov. 9. ’ The Electoral Amendment Bill was • passed by the Legislative Council today. Three amendments, aiming at modification of the principal features of the measure were defeated. The amendments sought a reduction of the number of members of the representation commission to five by eliminating two of the four nominees of the House of Representatives, the
withdrawal of a provision that electoral boundaries shall be determined by adult population instead of total population, greater tolerance in the allowance for adjustment of the quota for country districts, and lesser tolerance for urban districts than provided for in the Bill. The Leader of the Council, Hon. A. McLagan, said the Bill aimed at spreading the constituencies as evenly as possible among persons qualified to wield the franchise. The original basis of representation in this country was on an elector basis, not on a total population basis.
