IN DARDANELLES
CHANGE URGED BY U.S. Recd. 6 p.m. Washington, Nov. 7. The Secretary of State Mr. Byrnes, has disclosed that the United States sent a Note to Turkey proposing the following changes in the Montreaux Convention: 1. The Dardanelles should be open to merchantmen of all nations at all times. 2. The straits should be open to Russian, Turkish, Rumanian and Bulgarian warships at all times. 3. Transit should be denied warships of other nations, except by the specific consent of the Black Sea Powers, but some warships of limited tonnage should be allowed to pass in peacetime.
