FIVE PLAN
Recd. 6 p.m. Cairo. Nov. 18. Announcing a comprehensive fiveyear plan for Egypt at Ihe end of a Wafd Party congress, the Finance Minister, Amin Osman Pasha, said that the Aswan dam, electric supply, and other essential schemes would take precedence over everything else. The Government intended to make Egypt the most important air centre In the Middle East. It would welcome all foreign capital which would tend to strengthen production and employment. The export of cotton had been facilitated after negotiations with the British Government, resulting in happy repercussions on prices. Th n Minister of Commerce said that the Allies’ expenditure in Egypt, had more than offset her loss of foreign I markets
