BLACK MARKET TROUBLE
Recd. 6 p.m. Canberra, Sept. 28. Back marketing has become so rampant in Australia that some Ministers relieve the whole financial structure of the Commonwealth is being endangered. They are greatly concerned about the ease with which black marketers can escape the severe penalties provided unuer the Black Marketing Act. Prosecutions havt l ' been unsuccessful, and it is known that the Minister of Trade and Customs, Senator R. V. Keane, favours a complete review of the Act. He will consult the Commonwealth Prices Commissioner, Professor D. B. Copland this week on the effectiveness of the Act in relation to the incidence of the olack market evil. On the result of this discussion will rest the terms ol a submission Senator Keane proposes to make to Cabinet tor an amendment to the Act.
