SEPARATE PEACE
BRITAIN AND ITALY DISCUSSIONS REPORTED TO BE PROCEEDING Recd. 5.15 p.m. London, Aug. 26. British and Italian discussions arc believed t > be proceeding with a view to Italy signing a separate peace, says the Be.ne Die Tat’s correspondent on the Italian frontier. A commission le<l by Grandi has arrived in Lisbon. The Daily Express, in a leader, said: “While the rest of Italy continues lighting the Allies cannot Rome's claim to be treated as an open city. It is preposterous for the Italians to suggest and impossible tor us to consider tnat important md.ta.y bases should sud-denly declare themselves outside the scope of military operations and immune from bombing. There is only one set. of terms on which we can treat Rome as an open city—the complete surrender of Italy to a point north ot Rome.” Mr. Cordell Hull, speaking at his press conference at Washington, said that no matter what Badoglio or other Italian authorities said, Rome was not yet an open city in tne eyes of the United States Government.
