HULL-WELLES RIFT
GREATER COLLABORATION WITH RUSSIA Reed. 9.10 p.m. New York, Aug. 25. Well-informed circles disclose that Mr. Sumner Welles handed a letter of resignation to President Roosevelt before the President left for Quebec, says the New York Herald-Tr.hune’s Washington correspondent. Acceptance is a matter of course, since Mr. Cordell Hull demanded a show-down. The latest rift between Air Hull and Mr WellJs is over Russia, Mr. Welles favouring" greater collaboration. which was unacceptable to Mr. Hull. Informed circles point out that this situation is closely linked with M. Litvinov’s recall to Moscow.
