CONTROL ANNOUNCED OF RAW MATERIALS

(P.A.) Wellington, Feb. 18. Owing to restrictions on exports that have been imposed by the supplying countries of raw materials used for the paint industry, it has been deemed necessary to control the usage of these materials, said the Minister of Supply, the Hon. D. G. Sullivan, referring to Paint Control Notice (No. 1). 1943, which has been gazetted. Mr. Sullivan added that we imported 95 per cent, of the raw materials required in .the manufacture of paint and could do no other than fall into line with the conditions prevailing in the supplying countries. “To procure supplies we must submit a programme showing the ultimate use to which the paint manufactured will be put, and we must base our orders on requirements for a year ahead,” he added. Indicating that the notice came into force immediately, Mr. Sullivan said that paint manufacturers henceforth would not manufacture in any period of three months a greater quantity of paint than one-eighth of the quantity produced for 1941, after eliminating from production any paint manufactured for the Defence Purchase Officer, the Building Controller, the Public Works or anv other Government department ana clearly shown as having been produced for one of the armed services or for some other authorised war purpose. All raw materials used in the manufacture of naint are now subject to control. Every person who imports any of the specified commodities must furnish within seven days a return to the Factory Controller. Within 15 days of the last day in February, May, August and November a return must be supplied to the Factorv Controller by all persons having in or under their control any quantity exceeding 5 cwt., and every person who manufactures naint shall, not later than the 15th of each month, submit a stock return showing the sales of paint made during the preceding- month. The same stipulation is made regarding the sale of white lead, whether dry or in oil.
