MANPOWER UTILISATION
WANGANUI COMMITTEE PERSONNEL. The Wanganui Manpower Utilisation Committee for Road Transport has been set up. The personnel is: Messrs. P. J. Smith (representing the Wanganui Carriers’ Federation), E. H. Mitchell (Wanganui Carriers’ Federation), 0. T. Dearsley (Amalgamated Society of Railway Servants), and W. Conway (Road Transport Union). The committee will deal with all matters concerning the utilisation of manpower for road transport and it has a. wide scope, not being limited to sections covered by the Declaration of Essentiality No. 121. This declaration, which refers to “the operations of every goods service and every passenger service as defined in Section 2 of the Transport Licensing Act, 1931, but excluding any taxi-cab service,” applies only to licensed goods and passenger services, the committee secretary, Mr. E. W. F. Gohns, stated yesterday. It was explained by Mr. Gohns that concerns which possess trucks for the cartage of their own goods only are not required to be licensed if the trucks operate within a radius of 30 miles. Although such concerns are not covered by the declaration they come within the jurisdiction of the Utilisation Committee. The committee can and will concern itself, said Mr. Gohns, with all matters pertaining to manpower employed by all goods and passenger service operators, including ancillary users and tradespeople, local bodies, and railway road services.
The procedure regarding appeals is not altered in any respect, and in all cases these must be made direct to the secretary of the Armed Forces Appeals Board.
