GOEBBELS’ TUNE CHANGES New York, Sept. 27. The Washington correspondent ot the New York Times says that propaganda experts deduce from recent German broadcasts tnat Dr. Goebbels is losing his grip on Nazi propaganda ■ and is becoming increasingly defensive, with fewer boasts and more I warnings ot impending perils. ; Goebbels, imitating Mr. Churchill's “blood, sweat, and tears" manner, is telling the Germans that rough times are ahead. It is also significant that references to Russia in the German broadcasts in the past fortnight have dropped from 22 io 11 per cent., including the remarks: “The Russians habitually do the tactically unexpected" or the explanation that Stalingrad would not be taken because Hitler disliked killing men.
