Rugby, May 19. Mr. Churchill, in a speech at Leeds, indicated that an offensive on a second front was contemplated, but the Government must be certain, before the signal was given, that there was an ample overpowering flow of war materials to sustain the troops, make good losses, and build reserves.— 8.0.VV.
