The Middle West has been slow to answer, but now it is • fully aroused." 1 Mr. Bard declared that the United ’ States was building a navy with suf- ’ ficient ships to control the surface of the sea, sufficient aircraft and carriers , to control the air over the sea. and ' sufficient submarines to ravage the enemy's communications from beneath the sea.
